【Carburants】Tariffs Adjustment in 2025: New Tax Rates and Categories

The Tariff Commission of the State Council has released the 2025 Tariff Adjustment Plan. The plan adheres to the general principle of seeking progress while maintaining stability and aims to expand autonomous and unilateral opening in an orderly manner. It adjusts the import tariff rates and categories for certain goods. After the adjustment, the overall tariff level of China remains unchanged at 7.3%. The plan took effect on January 1, 2025.

To support industrial development and technological progress, the 2025 adjustments introduce new categories for pure electric passenger cars, king oyster mushroom canned products, spodumene, ethane, and others. It also optimizes the description of tariff items such as coconut juice and manufactured feed additives. After the adjustment, the total number of tariff items is 8,960.

Additionally, in pursuit of a more scientific and standardized tariff system, the 2025 plan includes the addition of notes for items such as dried seaweed, carburants, and injection molding machines, as well as improvements to the descriptions for items like baijiu, wood-based activated carbon, and thermal print heads.

The newly added notes for carburants provide detailed definitions, components, and uses, helping to standardize the product specifications and range of carburants in the market. This will help avoid market confusion and ensure product quality by clarifying concepts that may have been previously ambiguous. It also strengthens market supervision by offering clear regulatory guidance, enabling more effective efforts to combat counterfeit products and safeguard the interests of legitimate businesses.

The adjustments also contribute to trade facilitation by making the classification of carburants in import-export trade clearer and speeding up customs procedures. Furthermore, the unified product definitions and classification standards enhance international recognition of Chinese carbon additive products, fostering communication and cooperation between Chinese producers and international counterparts, thereby promoting exports and expanding the international market share of carburants.
