According to the "National Development and Reform Commission" wechat news, on the afternoon of January 6, the Environmental Resources Department of the National Development and Reform Commission held a special meeting to study carbon peak and carbon neutralization. We should promote carbon neutralization in an overall and orderly manner. We should neither engage in "carbon charge" nor campaign-style "carbon reduction".

The meeting required that in 2022, carbon peak and carbon neutralization should be placed in a prominent position in the environmental resources work, and the leading group office daily work should be done well, focusing on the following aspects:

• First, accelerate the improvement of the "1+N" policy system for carbon peaking and carbon neutralization. Promote relevant departments to formulate and issue implementation plans and safeguard measures in different fields and industries, strengthen overall coordination and connection, and continuously track and evaluate the effect of policy implementation.

• Second, review and connect carbon peak implementation plan in various regions. Strengthen investigation and supervision, help local governments solve the difficulties encountered in practical work, promptly summarize good experience and good practices, and make sure that all work is carried out in detail.

• Third, promote breakthroughs in key works. Insist on constructing before breaking, we will continue to promote industrial restructuring and energy structure optimization, vigorously promote green and low-carbon development in urban and rural construction, transportation and other fields, promote the deep integration of emerging technologies and green low-carbon industries, promote green transformation in development and achieve greater development in transformation.

• Fourth, promote energy conservation and carbon reduction at a high level. We will improve the   energy consumption double control policy, exclude new renewable energy and raw material energy from the total energy consumption control, optimize the assessment frequency, separate energy consumption for major national projects, strengthen energy conservation capacity-building, and increase support for energy conservation and carbon reduction projects  construction.

• Fifth, consolidate the foundation of carbon peak and carbon neutralization. Promote the establishment of a unified and standardized carbon emission statistical accounting system, improve carbon peak and carbon neutralization relevant standards, carry out education and training for leading officials, and strengthen carbon peak and carbon neutralization professionals training.

• Sixth, comprehensively carry out international cooperationon climate change. Actively participate in international climate consultation and dialogue, safeguard the status of the United Nations Framework Convention on Climate Change and Paris Agreement as the main channel, adhere to the principles of Common but Differentiated Responsibilities, Fairness and Respective Capabilities and effectively safeguard China's development rights and interests, consulting us on the latest carbon news. (ECONOMIC VIEW APP)
