Coal prices stabilizing? Ministry of Emergency Management: increase crackdown on illegal coal mines while ensuring supply

On November 8, the State Information Office held a press conference on accelerating the modernization of emergency management system and capacity. Song Yuanming, Vice Minister of Emergency Management Department, said the crackdown on illegal coal mines will be intensified while ensuring supply, to view the related informations of high quailty graphite electrodes.

At the press conference, Song Yuanming answered the reporter's question about "the current price of raw materials has risen sharply, coal supply pressure is relatively large, some areas of power cuts, the impact on production safety, how to prevent accidents caused by this". Song Yuanming said that the above situation has indeed brought pressure and challenges to work safety. Mainly reflected in the following aspects: 

• First, the sharp rise in raw material prices will inevitably lead to increased costs and operating difficulties for downstream enterprises. Enterprises may reduce safety investment under increased operating pressure.

• Second, in the context of the sharp rise in coal prices and the increasing pressure to ensure supply, some coal mines may rush production on a large scale in the short term, and there may also be some cases of lowering safety conditions and relaxing supervision. High prices may also trigger a "final frenzy" for some coal mines that are preparing to close, or even a "resurgence" of some already closed mines.

• Third, power restriction measures may impact the normal production and operation order of enterprises. As we all know, petrochemical, iron and steel, dangerous chemicals and coal mines are enterprises operating continuously, which will do great harm in case of power failure. At the same time, the safe and stable operation of equipment in some enterprises will cause an impact, stop and start, once the power failure will be compensated for production, and then make up for the loss, and cause new super capacity production, these are adverse factors of production safety. Song Yuanming stressed that it can be said that the current work safety is facing the superposition of "three phases". The first is the peak period of accidents at the end of the year, the second is the peak period of energy protection and supply, and the third is the frequent period of disaster weather. Therefore, in accordance with the unified deployment of the CPC Central Committee and the State Council, the emergency management department will supervise and guide relevant regions, departments and units to take the following measures:    

• First, continue to strengthen supervision and inspection. • Second, promote and strengthen measures to increase production and ensure supply in coal mines. On the premise of ensuring safety, promote the coal mines with potential to increase production to release production capacity as soon as possible, and strengthen the attack on illegal coal mines while ensuring supply. This will not only protect the work of energy supply, but also hold the bottom line of safe production.    

• Third, urge relevant departments and power enterprises to further improve the power restriction scheme, implement orderly power restriction, promote relevant departments and enterprises to formulate and implement power outage emergency plans, and strengthen drills to strictly prevent production safety accidents caused by power failure.
