Hebei Provincial Department of Industry and Information Technology and Hebei Provincial Department of Ecology and Environment jointly issued the "Hebei Province 2021-2022 Heating Season steel Industry Staggered peak Production work plan" recently issued and implemented. According to the Plan, iron and steel smelting enterprises in Hebei Province (including state-owned enterprises and tianjin enterprises) will implement staggered peak production in Shijiazhuang, Tangshan, Handan, Xingtai, Cangzhou, Xinji, Chengde, Zhangjiakou and Qinhuangdao from November 15, 2021 to March 15, 2022.

The plan requires to ensure the completion of the target task of reducing crude steel output in the region from November 15, 2021 to December 31, 2021. From January 1, 2022 to March 15, 2022, with the goal of reducing the increased emission of air pollutants in the heating season, in principle, the relevant city iron and steel enterprises off-peak production ratio is not less than 30% of the crude steel output in the same period of the previous year.

The plan puts forward specific measures for five kinds of iron and steel enterprises: 

(1) Focus on implementing off-peak production for long-process enterprises. Peak shifting is based on blast furnace production and can not be replaced by load reduction production. The peak shifting production proportion of coke oven, sintering, pelletizing, lime kiln and other production equipment supporting blast furnace shall not be lower than that of blast furnace.

(2) Grade A enterprises with environmental protection performance rating and all scrap short process steelmaking enterprises that have completed ultra-low emission transformation independently take emission reduction measures, but it must ensure that the crude steel output does not increase year-on-year during off-peak production period.

(3) For the iron and steel enterprises (except those newly put into operation but not yet announced by the Ministry of industry and information technology) that have found violations of laws and regulations, production capacity utilization rate of more than 120% and are not listed in the iron and steel industry specification announcement of the Ministry of industry and information technology, such as the central environmental protection inspector and the "look back" inspection of iron and steel production capacity since 2021,  the above three conditions each a case, The proportion of off-peak production increased by 5 percentage points.

(4) For iron and steel enterprises with a heating area of more than 2 square meters per ton of steel (measured by crude steel capacity), the maximum production load ratio during peak staggering period shall be determined according to the ratio of the actual heating area demand (measured by the heating area of the previous year) and 2 times of crude steel capacity.
