On March 12, the U.S. International Trade Commission (ITC) overturned the Department of Commerce's ruling and ultimately decided not to impose anti-dumping and countervailing duties on active anode materials (battery materials) imported from China.

• February Ruling: The U.S. Department of Commerce had previously determined to impose high tariffs on Chinese active anode materials (anti-dumping duties of 93.5%–102.72% and countervailing duties of 66.82%–66.86%).
• March Reversal: The U.S. International Trade Commission (ITC) concluded that imports of active anode materials from China did not cause material injury or hinder the development of the U.S. domestic industry. Under U.S. law, a negative determination by the ITC means the Department of Commerce will not issue a duty order, and the tariffs will not take effect.
